The host/hostess needs to judge the groups waiting to be seated when busy. When there is a wait of any length, it would help when only 2 people are in the party, they'd be seated at a 2 top. There were 3-4 small tables available, but 2 people would be seated at a 4 top. Instead they could have seen larger parties waiting for seating for 25 minutes.
